Yes, any time, from Settings → Plan & billing. Cancelling or switching plan takes effect at the end of your current billing period, so everything you have paid for keeps working until then. The exception is moving a Buy Box Licence to a dearer box: that starts straight away, and you pay only the difference for the rest of your licence year.
